High-ranking Police Official of Germany

The Police Regional Office 1 (PRO1) headed by Chief Superintendent Franklin Jesus B. Bucayu played host to a high-ranking police official of Germany who visited this camp over the weekend.

Police Director Hubert Muller, head of the Second Standby Police Division based in Eischstatt, Bavaria, Germany, was officially welcomed with appropriate honors by key PRO1 officers led by Police Senior Superintendent Ferdinando G. Sevilla, chief of the directorial staff; Police Senior Superintendent Alejandro M. Valerio, Jr., battalion commander of the Regional Public Safety Battalion 1 (RPSB1); and Police Superintendent Angelito D. Dumangeng, operations division chief.

Muller, who was accompanied by Paul Schafer, resident representative of the Hanns Seidel Foundation to the Philippines, delivered a lecture-presentation on “Policing Tactics During Demonstration/Rallies in Observance of the Rule of Law and Human Rights.”

Eighty-five personnel from RPSB1 and six from the PRO1 Headquarters attended the lecture-presentation held at the Concord Building here.

Also in attendance were Police Superintendent Perfecto N. Pagador, chief of PRO1 Human Rights Affairs Office; and Police Superintendent Gerardo Dia, deputy chief of the comptrollership division and human rights advocate.

Muller’s presentation included a film showing depicting police handling of mass actions, which he effectively used to point out the proper observance of the rule of law and human rights.

The lecture suggested inputs on how existing police procedures during demonstrations/rallies may be modified to better satisfy human rights requirements.

In his remarks delivered by Police Senior Supt. Sevilla, Chief Supt Bucayu said that the lecture topic is timely and relevant, “in view of the PNP’s current thrust to effectively implement its 10-Point Action Plan, specifically on the promotion of Rights-Based Policing,” adding that “the topic is also of particular interest to us here at PRO1, given our slogan Home of the Citizen-Friendly Policemen and Protectors of Human Rights.”
